The Bible says that the time of Jesus’ return will be like the time of Noah when everything was shit. But instead of flooding it, the next time will be destruction by fire. The rainbow was just a promise not to flood it all again. But it gets better after that! That’s my paraphrase version.

We’re going to flood it again but rather than Noah, who was “a good man in his generation”, only the rich and their loyalest pawns will be the able to afford to live above the waterline.
