It did make a difference. The sun set earlier, meaning an extra hour or 2 of your life is in darkness, when it doesn’t have to be.
You’re correct, we could accomplish the exact same system by changing work times instead of changing the clocks. But that would result in the exact same “traffic issues”, “confusion”, while also messing up payroll and requiring every business and government website to update its charts. The only difference between “Move the clocks back” and “Everyone change their work schedule an hour earlier” is the amount of paperwork.
It didn’t. You just go up earlier and pretended.
Or just, y’know, not bother with fucking up everyone else’s lives.
