It relates to how they use the TPM and Windows hello. It appears to be known issue, but without great solutions online. The best part is after my fifth or sixth attempt, it said I had to wait two hours before I could try to log into the PC again. In Safe Mode. You know, the mode where you might be trying to debug something. Thus, restarting the machine more often than you normally would.
