It’s a speed limit, as in “go no faster than this.” Speed minimums are a different law. On surface streets speeding doesn’t even save you any time because of traffic lights. You might get a cycle or two ahead, but you still end up waiting at a light with everyone else.
There is a range of speeds that are legal to drive at on any given road. This range lies between the speed minimum and the speed limit. Speeds outside this range are broadly speaking a violation of traffic laws. A law that is not enforced does not stop being a law.
Laws that aren’t enforced can be fought as unfair when enforced. Laws that aren’t held up in a court of law are no longer laws anymore.
Nice little imaginary world you’re living in there.
There’s laws on the books that makes it legal to shoot a thieving Native, do you seriously think you won’t be prosecuted if you do…? Just because a law exists, doesn’t mean it’s still “legal”. It has to be enforced.
Like jeeze know a little law before opening your yap next time.
I don’t think it’s very likely that you could beat a traffic ticket based on “it’s unfair.” People do still get pulled over for going 5 over. People do not get pulled over for going 5 under, because going 5 under is explicitly legal. What even is this argument? You’re seriously going to draw a comparison to a genocide because I said speeding isn’t “just as legal” as driving within the legally proscribed range of speeds?

There’s also speed minimums in most country’s.
And my comment was specially about the highway if you cared to read instead of bloviating about an unrelated situation ;)
Speed minimums and limits are different numbers. Going under the speed limit is not necessarily illegal.
And speeding isn’t necessarily illegal either. Most cops won’t do anything until to go 15km over the limit.
So as I said, JUST as illegal, since it’s judgement calls in either situation.
