I don’t think Congress has declared war since Vietnam. Everything since has been at the presidents whim and been termed a conflict, police action or some other euphemism.
That depends on whether you are using the colloquial and international law definition, or the US formal definition. It’s only a war if Congress declares it, else it’s just a sparkling police action.
Some would say that when the USA is bombing the country, sinking its boats, killing its fishermen and stealing its oil tankers, war is already here.
