The federal government has given states autonomy in that since Obama, unofficially. One bill stopped agencies from using federal money to pursue these cases in 2021. Most state police are specifically instructed to ignore enforcing this particular federal law.
There’s no precedent to allow states to ignore the 21 tobacco rule, no state governments have passed legislation to stop enforcement, and there hasn’t been any laws giving leniency to states who would want to try.
Technically though, the federal government could enforce those cannabis laws at some point if they were inclined.
The federal minimum age overrides the state. Generally speaking, state laws can be stricter, but not more lenient than federal laws that cover the same subject.

Uh. Federal law is that cannabis is illegal, yet that doesn’t stop sales. It does effect prosecution when feds decide to, for sure.
