It means dig deeper in the qualified pool perhaps with measures like mentoring & networking to bring them into the pool.
A preponderance of research commonly shows systematic bias in the hiring process against minority names when resumes & jobs applications are otherwise identical.
DEI includes accounting for that tendency in the past & counteracting it.
