The concept of watching a 22 minute program in half an hour is over.
Problem is, these gamblers will find ways around the law to satisfy their addiction.
Problem is mental health care isn’t available enough
It’s not so simple. This shit plays into our psychology. It won’t take hold of everyone but it still grasps some more clever people.

Basically the idea is “if they’re coming back anyway, we might as well make it easy for them”.
That sadly sums it up pretty well.

Canada too, but it’s a different level down there. Admittedly I don’t have a deep knowledge on these laws and across European nations, but despite all corruption I live through I still see how it can be much worse.
