I hope you mean, always make it possible to unlock the bootloader offline (to not be dependent on them). There are good security reasons to have it locked by default.
Maybe we could add some metadata, like tags, to allow them to cooperate and just block/allow certain tags, that the other sets.
Actually once recently I had problems because the wifi driver (b43) for the Dell Latitude D505 (2004) wasn’t in the live Boot environment (cause un-free).
