    Its just such a strange way to phrase this. All sorts of classified and confidential information gets locked in safes, usually because nobody is working on it, not because of how secret it is. It sounds like this piece of information is embarrassing to Trump in some way, which is generally not surprising and would explain why nobody is working on it. Claiming “grave damage to national security” is just a generic way to say they dont want to release it.

      It’s not generic at all. It’s literally the phrase used to describe the Top Secret classification. It’s very precise wording.
