Total blockades aren’t which is why they do these entry attempts. They aren’t even supposed to detain anyone because disallowing noncombatants entry is specifically illegal. They can board search and seize weapons and enemy combatants legally but basically nothing else or it becomes unlawful.
Ed: to answer the question Israel detains them, removes them to a port (a Palestinian one oddly enough), charges them civilly in a country they never entered, holds them in prison in Israel and deports them illegally and without consent (trafficking). If you’re curious they’ve been detained and deported I think at least twice before during this blockade.
